Somewhere over the rainbow
When you re-run the wizard in android you force stop, clear data and then go back to Kodi and re-run.
So how do we do it in openelec, I've been to apps and can't clear data. Do we do it inside openelec...I'm trying to sort out my problem with it rebooting and thought of just reseting it and re-running the wizard.

Don't forget OpenELEC is a distinct operating system, so changes in Android won't make any difference.
I'll check now. I tend to test things so much that a factory reset or firmware reflash is fairly common, not had to clear/reset OpenELEC's Kodi data before.

Boot the OpenELEC OS
Programs Menu
OpenELEC Configuration
Scroll down the System menu now shown, past the blue Backup title until you can see the Reset to Defaults section
Click Reset System Settings to defaults, click Yes, wait 30 seconds ish. Wait another 5 or 6!
System reboots back into OpenELEC automatically, OpenELEC config wizard re-appears, all downloaded add-ons etc have been wiped.
