Is this device supposed to stay in standby (red light) when you press the power button on the remote and stay that way until it's pressed again, as mine, not sure how long, powers itself back on (blue light).

Don't have this model to try it on, but check if you can find a reference to CEC within a Screen/HDMI/Display area of Settings. If you can disable it, try that and then a reboot.
If that doesn't make a difference, try unplugging anything connected via USB and see if the same behaviour occurs.
