I just got the MXQ Pro 4K Android TV Box, however when i plugin a external Hard drive and turn the box to sleep mode the hard drive is still on and does not turn off. Can someone please advise me what i can do to correct this, because now i must unplug the hard drives every time when I'm done watching.

Not sure that Android has sleep commands built in for external devices. Can you let us know the make/model of the hard drive, there may be a utility that can manually set the time before drives spin down.

Most of my external hard drives is Seagate and one of them is Seagate Back Up Plus 1TB Slim Portable Drive.

If you don't have Seagate Manager/Dashboard installed already, can you see if http://www.seagate.com/gb/en/support/downloads/item/drive-settings-master-dl/ helps? Windows based program, but I'm hoping the settings sent to the drive(s) will persist, and aren't just to set the Windows OS spin down timings. Probably same as http://www.seagate.com/files/www-co...ex/_shared/downloads/SeagateDriveSettings.exe
If you do happen to have Seagate Manager/Dashboard installed, open it up and check around for setting spin down timings. Dashboard looks to be covered at http://knowledge.seagate.com/articles/en_US/FAQ/214217en?language=en_US
http://forums.fedoraforum.org/showthread.php?t=305579 mentions Seagate drives being a bit unusual compared to some external drives, as the firmware blocks access to normally accessible configuration options from OS settings
