can you try entering
\\
(that is two back slashes, not the one under the ? mark on your keyboard)
then the IP address of your device (when it is in OpenELEC, click on the System Info entry under System to check it) into WINDOWS EXPLORER , (not a browser like Internet Explorer or Chrome). If you're not 100% which program I mean, hold down the Windows Flag key on your PC's keyboard, and tap E .
No spaces, in my case I entered
\\192.168.1.73

If using that approach (don't forget it'll need to be YOUR device's IP address, not the example above) doesn't work, check in Program Add-ons, then the OpenELEC Config, then the Services tab, make sure Enable Samba is turned on.

Another option is to use an internet browser, but first head to OpenELEC Config again, System, scroll down a little, click Install DroidBOX Cloud. It is a LITTLE bit like the Android DroidBOX Share system.
